Mayor Anthony Williams and other elected officials and community leaders talk with residents at Citizen Summit IV. More than 2,000 people gathered at the Washington Convention Center for the nation's largest ongoing town hall meeting, which was initiated by Mayor Williams in 1999. The daylong, biennial summits are designed to elicit public input on the state of the District.
