DC Council Oversight Hearing on the DC Healthcare Alliance

...Continued

Patient Tracking

Once fully implemented, the Alliance's patient tracking system will provide us with the accurate data about who our safety net serves and what services are provided. The Alliance also offers the best opportunity for the District's health planners to better understand what works to ensure efficient quality health care.

In Conclusion

Six months into this first of its kind health services reform, we are doing well. While additional close–out funds may be needed, we will still spend less while getting more than we would have under the PBC. Initial calculations indicate that the dollars appropriated for the DC Healthcare Alliance contract will be sufficient to cover the care it has been contracted to deliver. In fact, savings from more efficient health services management and delivery should be available to address needs in pharmacy, prevention, primary care, substance abuse treatment, health education, and other health care areas.

As Alliance operations continue, we will:

  • reach our enrollment goal of 25,000 individuals;
  • expand the Alliance's provider network to improve access within the District's most underserved neighborhoods;
  • provide additional consumer education programs designed to increase residents' skills to manage their chronic disease conditions; and
  • keep our pledge to markedly reduce the number deaths due to heart disease, diabetes, and HIV.

The rate of 18,000 DC Healthcare Alliance members enrolled in 6 months is 3 times faster than the best of the past. We are spending less and getting more.
