Mayor Appoints New Deputy Mayor for Planning and Economic Development
Mayor Announces Other Key Positions in Personnel and Policy

(Washington, D.C.) Mayor Anthony A. Williams announced three top appointments in his administration today. The appointments were for Deputy Mayor for Planning and Economic Development, Senior Policy Advisor for the Mayor's Neighborhood Action initiative and Director of the Office of Personnel.

Eric Price, Deputy Mayor for Planning and Economic Development, will be responsible for implementing the Mayor's Economic Development Initiatives throughout Washington D.C. His goal will be to make the planning process sensitive and appropriate for neighborhoods while coordinating the various governmental agencies to attract new development. Price's start date is October 10, 1999.

"Economic development is integral to everything we'll be doing in the next three years of this administration. We all know that we would not have made it to this point without the effort of our outgoing Deputy Mayor-Doug Patton. Our continued success depends on Eric's success. I am confident he will deliver for us," said the Mayor.

Lafayette Barnes, Senior Policy Advisor for Neighborhood Action, will develop and implement an effective outreach strategy to involve a broad spectrum of District residents in this community-driven initiative to revitalize our neighborhoods. Barnes began his position August 30, 1999.

"Lafayette has been on the job since August 30th because we wanted to get him on board as soon as we could," said the Mayor. "Lafayette is a native son of the District, a longtime Ward 8 resident, and has strong ties to the community. He has more than a decade of experience in pulling together the community, corporations, nonprofits, and government leaders on a variety of community building and public policy initiatives."

Milou Carolan, Director of the Office of Personnel, will be responsible for providing personnel management for a workforce of about 17,000 employees under the Mayor's personnel authority. She will be charged with implementing a series of the Mayor's initiatives to improve the way the District hires, evaluates, and compensates its workforce. Carolan's start date is October 10, 1999.

"Judy Banks has done a wonderful job serving in an acting capacity. She stepped into one of the most difficult jobs in the city, and proved she was up to the task," said the Mayor. "I'm going to ask Milou to pick up where Judy left off-and lead our Office of Personnel to greater achievement both by providing our workforce with good customer service, and by helping us to recruit, reward, and retain the best workers."

Banks will return to her previous position as Director of the Office of Pay and Retirement. Doug Patton launched economic development in the city as acting Deputy Mayor of Planning and Economic Development and will return to the private sector.
