Mayor and Council Announce Appointments to District of Columbia Health Care System Development Commission

(Washington) Mayor Anthony A. Williams and the District of Columbia Council today announced the appointment of members of the District of Columbia Health Care System Development Commission. The Commission consists of 11 members with the Mayor, City Council Chairperson, and the Chairperson of the Council's Committee on Human Services serving as ex-officio members. Five private sector members are appointed by the Mayor and three are appointed by the Council.

The purpose of the Commission is to recommend improvements in the health care system to provide quality, affordable health care to all District residents, regardless of income level or where they live in the city. The Commission was created by the Budget Support Act of 1999 and has 120 days to develop a set of recommendations for consideration by the Mayor and the Council.

The appointments are as follows:

Appointed by the Mayor:

  • Marsha Lillie-Blanton, Dr.P.H., Vice President, Henry J. Kaiser Family Foundation.
    Dr. Marsha Lillie-Blanton also served as Associate Director of Health Services Quality and Public Health Issues of the U.S. General Accounting Office. Dr. Lillie-Blanton has over 15 years of work experience in health policy research and management positions, including serving formerly as Associate Director of the Kaiser Commission on the Future of Medicaid. Dr. Lillie-Blanton has also served as an Assistant Professor of Health Policy and Management at the Johns Hopkins University School of Public Health.

  • Martis James Davis, Managing Director, Burson-Martseller,Washington.
    Prior to joining Burson-Marsteller, Mr. Davis served as Deputy Assistant Secretary for Health Communications for the Federal Department of the Health and Human Services where he was responsible for the development and implementation of health communications programs for the Assistant Secretary for Health. Prior to this position, Mr. Davis served as Vice-President and Deputy Commissioner for New York City's Health and Hospitals Corporation. Mr. Davis was also Public Relations Director for the Washington Post.

  • Gilbert Hahn, Jr., President & Senior Partner, Amram & Hahn.
    Gilbert Hahn, Jr. served as Chairman of the District of Columbia Council from 1969 to 1972. Mr. Hahn also served as the Chairman of the Washington Metropolitan Council of Governments; President of the Washington Hospital Center; and Chairman of the D.C. General Hospital Commission.

  • Andrew Schamess, MD, Medical Director, La Clinica del Pueblo
    Dr. Schamess administers and delivers medical care for underserved populations, especially those within the District's Latino community. He is also an Assistant Clinical Professor of Health Care Sciences and Internal Medicine with the Department of Health Care Sciences at George Washington University and Chair of the D.C. Non-Profit Clinic Consortium.

  • Loretta Tate, Acting President & CEO, Marshall Heights Community Development Organization.
    Ms. Tate is a community advocate and has been actively involved in the development of the Marshall Heights Community Development Organization for over 17 years. She has focused on health-related issues including efforts to attract managed care and other providers to Ward 7. Most recently Ms. Tate has served as Vice-President for Human Services with oversight for the development of education, health and social service delivery systems East of the River.

Appointed by the D.C. Council:

  • Sr. Carol Keehan, President & CEO, Providence Hospital, Carroll Manor Nursing & Rehabilitation Center. Sr. Carol Keehan has been President of Providence Hospital since 1989. She has also served as immediate past Chair of the Board of Directors of the D.C. Hospital Association. Sr. Carol has served on the Board of the DePaul Foundation and Care First/Blue Cross of Maryland and the National Capital Area.

  • Larry Gage, Attorney, Powell, Goldstein, Frazer & Murphy, LLP
    In private practice since 1981, Larry Gage has primarily represented major urban public and non-profit teaching hospitals, health systems, medical schools, and managed care organizations. Mr. Gage has also served for 18 years as President of the National Association of Public Hospitals and Health Systems (NAPH) leading research on national, state and local policies affecting urban health systems.

  • Henry J. Werronen, President, Werronen Company, Inc.
    The Werronen Company, a health care consulting firm, specializes in strategic planning, integrated health care delivery systems, managed care and Medicaid. In 1986, Mr. Werronen also served as Senior Vice President at Humana in Louisville, Kentucky. He was the founder and Chief Operating Officer of Humana Health Plan.
