Mayor Williams and Control Board Seek Health Care Provider:
Comprehensive Health Care Services for the District's Uninsured Population

Solicitation Notice
Request for Proposal No. DCFRA#-00-R-039

The District of Columbia Financial Responsibility and Management Assistance Authority ("Authority"), on behalf of the District of Columbia government ("District"), is seeking responses from qualified health care providers ("Offerors") to Request for Proposal No. DCFRA#-00-R-039 ("RFP") to obtain the services of one qualified health care provider ("Contractor") to provide comprehensive, integrated, and coordinated health care services to the uninsured population of the District of Columbia. The selected Contractor will be required to provide (either directly or through subcontracting arrangements) primary health care services, speciality services, urgent, emergency and trauma services, and in-patient services. In addition, the selected Contractor will be required to operate the District of Columbia school health program.

The selected Contractor must demonstrate that it can (a) provide an integrated health care delivery system, (b) meet applicable District licensing and accreditation standards, (c) satisfy quality assurance requirements, (d) provide an effective customer service program, (e) design, implement, and operate required management information systems, and (f) establish an effective patient referral process. The Offerors will be evaluated on the aforementioned items along with the proposed business structure, proposed utilization controls, demonstrated past performance, financial strength, and proposed cost/fees for services provided.

Current health care facilities operated by the District of Columbia government and/or the District of Columbia Health and Hospitals Public Benefit Corporation may be made available to the selected Contractor for the provision of the aforementioned services.

It is the intention of the Authority to issue the RFP during the week of December 11, 2000, although a specific date has not yet been determined. Offeror(s) will be given thirty (30) days to submit a proposal in response to the RFP. Any potential Offeror who wants a copy of the RFP should fax or mail a letter to Alex Peacock (at the address below), reference Solicitation No. DCFRA#-00-R-039 and state the name of a contact person and the Offeror's company name, address, phone number, and fax number.
