State of Public Emergency

Office of the Mayor

Based on the authority under Section 422 of the District of Columbia Home Rule Act, approved December 24, 1973, Pub L. 93–198, and the District of Columbia Public Emergency Act of 1980, effective March 5, 1981, DC Code Section 6–1501, et. seq. (1995); and based on the most recent terrorist acts against the persons and properties within the United States and the District of Columbia, it is hereby ORDERED:

  1. That a state of public emergency is hereby declared in the District of Columbia, effective immediately and continuing until midnight on September 26, 2001. The Chief Financial Officer of the District of Columbia and employees of the Office of the Chief Financial Officer are authorized to approve the disbursement of all appropriations necessary to carry out this Order.

    The Director of the Emergency Management Agency is authorized to implement those provisions of the District of Columbia Emergency Operations Plan, as previously approved by the Mayor, that are necessary to carry out this Order.

  2. The following agencies of the District of Columbia government are ordered to coordinate their operations to assure that the public health, safety, and welfare in the District of Columbia under the direction of the Mayor, City Administrator/Deputy Mayor for Operations and Chief of Staff, in order to carry out this Order:

    • Office of the Corporation Counsel
    • Metropolitan Police Department
    • Fire and Emergency Medical Services Department
    • Department of Public Works
    • Department of Transportation
    • Department of Health
    • Department of Human Services
    • Department of Mental Health
    • Child and Family Services Agency
    • Emergency Management Agency
    • District of Columbia Public Schools

  3. These measures are necessary to relieve the public emergency.

  4. This Order supersedes any and all other laws, regulations and reorganization plans to the contrary to the extent permitted by section 422 of the Home Rule Act and the District of Columbia Public Emergency Act of 1980.

  5. This Order shall take effect immediately.
